The Welsh Government will run a two-stage early contractor involvement race using NEC4 contracts with an incentivised cost model and a strong emphasis on social value.
Five firms will be shortlisted, followed by a three-month tender period to appoint a design and build partner.
The winning bidder will deliver the crossing on the A494, a key strategic link between North Wales and the North West of England.
The ageing structure is in poor condition and will be replaced to secure future connectivity. The contract will run from May 2026 to February 2030.
